The Anthem Foundation of Ohio's mission is to improve the health of indigent Ohioans by supporting preventive health care initiatives in a 36-county region. The AF-Ohio Board of Trustees considered several priority health needs before deciding to focus the foundation's grantmaking in two important areas: preventive oral health care and the prevention of family violence.

The Anthem Foundation does not accept unsolicited proposals. Grants are awarded on a competitive basis through an annual Request for Proposal (RFP) process. Specific grant guidelines are tailored to each initiative and are explained in each RFP. To view any current RFPs,

Preventive Oral Health Care
Oral health is the number one unmet health need of all Ohioans, according to the 1998 Ohio Family Health Survey. The problem is particularly acute among low-income, uninsured and underinsured populations, where lack of income and insurance severely limit access to care. For these medically underserved populations, lack of providers, transportation and oral health illiteracy also present significant barriers to care. Left untreated, oral diseases impact productivity, increase health care costs, reduce employability, decrease overall health and can result in pain, malnutrition, disfigurement and even death.

While Medicaid offers the promise of a health safety net for the poor, there is virtually no safety net when it comes to dental care. In Ohio, state Medicaid data indicate that fewer than one third of all Medicaid recipients receive oral health care services and dental care accounts for just 1.6% or less of all Medicaid expenditures in The Anthem Foundation of Ohio's service area. Public health safety net programs have limited resources and often cannot meet the demand for preventive oral health care services. Emergency rooms are often the only safety net for low-income and medically underserved populations with oral health care needs, resulting in significantly higher health care costs.

By supporting projects that improve access to preventive oral health care, strengthen the capacity of safety net providers, promote community partnerships, and encourage community-based prevention strategies, The Anthem Foundation of Ohio seeks to improve the oral health status of Ohioans. AF-Ohio has awarded almost $2.3 million in preventive oral health grants since 2000. A complete list of grantees is available here.

Family Violence Prevention
We live in a violent society. The United States has one of the highest homicide rates of any industrialized nation in the world. While many people believe that most violence occurs on the streets among strangers, research shows that women and children are more likely to be assaulted in their own homes. Family violence affects all people, regardless of race, sex, age, culture, religion or socioeconomic status.

Research has also shown that family violence is rarely an isolated occurrence and that it has a broad and long-lasting impact. Where one form of family violence exists, there is a strong chance that other violence exists as well. Child abuse and intimate partner abuse frequently occur within the same family. Adolescents who have grown up in violent homes are more likely to attempt suicide, abuse drugs and alcohol, and commit sexual assault crimes. Men who witnessed domestic violence as children are twice as likely to become abusers than sons of nonviolent parents. Finally, elder abuse is beginning to be recognized as the result of domestic violence grown old.

Recognizing that the bruises and broken bones caused by family violence are only the beginning of the numerous health risks that victims face, and understanding that violence is a learned behavior, AF-Ohio has chosen the prevention of family violence as a focus area for funding. AF-Ohio deliberately chose "family violence" as the focus area in order to encourage communities to address the full spectrum of violence that occurs within families, including child maltreatment, partner and spouse abuse, and elder abuse and neglect. Given that the various types of family violence are so inter-related, AF-Ohio decided to encourage comprehensive approaches to prevention.

The first phase of AF-Ohio’s Prevention of Family Violence Initiative was a planning phase. In 2001, The Anthem Foundation of Ohio (AF-Ohio) awarded five planning grants to help communities build and strengthen collaborative partnerships, identify community needs and gaps in services, and develop strategic plans for comprehensive family violence prevention initiatives. In 2003, AF-Ohio awarded four grants to provide seed money for the implementation of one or more of the priority recommendations included in the new strategic plans.
